RACY was formed 1998 as a retail crime initiative in York, when retailers, police officers and representatives of the City of York Council met to discuss an increase in shop theft in the city.

A Steering Group now manages the scheme, with representatives from retail, security, public and private sector, North Yorkshire Police and the City of York Council.  RACY employs a manager based in the centre of York.

Aims and Objectives

To gather, collate, process, exchange and manage all information relating to retail crime.

Specifically the scheme’s aims are:

  • The prevention and detection of crime.
  • To reduce the opportunity to commit crime.
  • The apprehension and prosecution of offenders.
  • To create a “safe and secure” environment for customers and staff.
  • To strengthen partnerships with the Police, Safer York Partnership, local authority and others.
